Three things worth checking first
Is it actually an emergency? Water running from the tank body or pooling steadily underneath means shut off the cold inlet above the heater, kill the breaker or turn the gas control to OFF, and call now. A drip from a fitting or the relief valve discharge pipe can wait until morning.
Have you checked the free things? On an electric unit, the breaker and the red reset button on the upper thermostat. On a gas unit, that the gas control is on and the pilot is lit. On any unit, that the cold inlet valve above the tank is fully open, especially if the problem started right after other plumbing work.
Is the discoloured water even yours?Charlotte Water flushes hydrants on a schedule and it stirs up mains sediment. Run a cold tap for five minutes, wait an hour, try again. If it clears, it was distribution and you should not be paying a plumber for it.
When you do call, having the brand, the model, the approximate age and whether it is gas or electric to hand means we can often tell you the likely cause before we dispatch, and arrive with the right part on the truck.
